Average strength of police forces in India by states 2012-2016
The average strength of police forces between 2012 and 2016 was the highest in the north-eastern state of Nagaland at 102 percent of the sanctioned capacity. The state of Maharashtra came second, functioning at over 93 percent of its sanctioned capacity in terms of police personnel. Overall, the police force in India worked at just about 77 percent of its required capacity during the measured time.
